The Arizona Technology Council is re-launching the Partnering Conference, to be held July 22nd from 2:00 – 7:00 p.m. at the Hilton Scottsdale Resort & Villas, 6333 North Scottsdale Road. This event brings Arizona’s technology community together to forge new collaborations.

Arizona Funding Opportunities – Program Descriptions

 

Arizona Department of Commerce (ADOC)

·         Angel Investment Tax Credit Program offers an Arizona income tax credit to “qualified investors” who invest in early-state “qualified small businesses.” The income tax credit is equal to 30% of the investment amount, increasing to 35% for investments in “bioscience enterprises” and in companies located in rural Arizona. ·         AZFAST Grants are specifically designed for entrepreneurs to develop and commercialize global technology by accessing Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) federal funding. The AZFAST grant program offers a reimbursable grant of up to $5,000 of eligible SBIR/STTR expenses.

·         Market Assessment Program provides emerging technology entrepreneurs with a commercialization feasibility study; hence contributing to the formulation of successful marketing and licensing strategies.

·         Technology Assessment Program offers technology entrepreneurs access to an independent, expert review of their technology under development. Emphasis is placed on determining if the technology already exists, is a good candidate for intellectual property protection and likely to find an attractive market.

 

Science Foundation Arizona (SFAz)

·         SFAz Graduate Research Fellowship Program offered to attract and support the very best graduate students to qualifying research performing institutions in order to advance the competitive research capacity in science, engineering and biomedical research in Arizona.

·         Small Business Catalytics offers funding in two categories: Seed Funding that SFAz provides to Arizona’s researchers is intended to act as a catalyst for technology development and company formation.  Product Accelerator funding is intended for funding of an R&D partnership between a principal investigator (PI) at one of Arizona’s RPIs and an Arizona company (including RPI spin-outs) at a critical phase in the product development cycle that requires a joint research effort between the PI and company to ensure a products success and accelerate its time to market.

·         Competitive Advantage Award offered to support outstanding Arizona researchers in three strategic areas: Sustainable Systems (SUS), Information Communication Technologies (ICT), and Biosciences (BIO).

·         Strategic Research Group will invest in Strategic Research Groups (SRG) awards to facilitate the collaboration of outstanding researchers at Arizona’s Research Performing Institutions (RPIs) with industry in order to cultivate strong partnerships that will inform and enhance the State’s existing research programs, help attract and retain new industry research to Arizona, and create both research and economic advantages for the partners and consequently, for Arizona.

·         K - 12 Discovery and Innovation Programs makes K-12 investments in 2008 in three complementary areas to advance education in science, technology, engineering and mathematics (STEM): (1) Institutes focus on building STEM skill sets essential for entering the workforce; (2) Centers focus on recruiting, training and retaining teachers; and (3) Programs focus on motivating students and teachers through innovative partnerships and practices.

Federal Funding Opportunities – Program Descriptions

 

Department of Commerce

The National Oceanic and Atmospheric Administration (NOAA) is soliciting proposals to establish a cooperative institute that will explore and research continental shelf frontier ecosystems, advance the state of knowledge of both shallow and deep coral ecosystems under U.S. jurisdiction, and develop, test and evaluate advanced ocean technologies and tools. This institute will give NOAA the benefit of working with complementary capabilities at one or more research institutions that contribute to its ocean exploration, research and technology priorities on the eastern U.S. Continental Shelf. Approximately $2.5 million is expected to be available to support the first year of the institute. The Task I budget should not exceed $150,000. Cost-sharing is required. Eligibility is limited to nonfederal public and private nonprofit universities, colleges and research institutions that offer accredited graduate level degree-granting programs in NOAA-related sciences. The Technology Innovation Program (TIP), National Institute of Standards and Technology (NIST) and United States Department of Commerce (DoC), is seeking proposals for high-risk research projects to develop innovative technologies for inspecting, monitoring and evaluating critical components of the nation's roadways, bridges, and drinking and wastewater systems. The competition for cost-shared research and development (R&D) support is the first to be announced by NIST's newly established Technology Innovation Program (TIP) in an effort to address critical societal challenges. Fiscal year 2008 appropriations include funds in the amount of approximately $9 million for new TIP awards. TIP anticipates funding approximately 9 projects. A single company can receive up to a total of $3 million with a project period of performance of up to 3 years. Department of Defense

The Defense Advanced Research Projects Agency is soliciting innovative R&D proposals in the area of an integrated day/night sight. This funding opportunity seeks to develop on a single chip the integration of a sensor that is vertically stacked and can sense light in the Visible/Near Infrared/SWIR and long wave infrared sensor region. The Department of the Air Force is soliciting proposals for optical radiation effectiveness and safety services in support of the Optical Radiation Branch in the Air Force Research Laboratory's Directed Energy Bioeffects Division. The research portfolio sponsored by the Optical Radiation Branch spans the fields of laser bioeffects, vision science, modeling and simulation, and safety engineering. This research aims to enhance combat survivability by enabling U.S. forces to counter optical hazards and threats while exploiting optical systems. The Air Force will be soliciting proposals for contract awards to support system development and demonstration of an integrated aircrew ensemble. This funding opportunity seeks to replace the current aircrew flight ensemble of multi-layered garments with a fully integrated and configurable system, using as few layers as possible. The Department of the Army is soliciting proposals Rotary Thermal Cycler Project. The objective of this project is to continue to design, develop and build the prototype for a handheld DNA detection system capable of detecting and identifying a broad spectrum of biological threats on-site in less than 30 minutes. The Army is seeking sources for the development of a production-capable metal-to-ceramic seal-brazing process that effectively seals xenon gas inside a sapphire flash lamp tube having metal electrodes. The selected offeror will be required to develop and demonstrate a process to seal a sapphire flash lamp tube through optimization of weld materials and/or brazing techniques. The Army will be soliciting proposals for the Rapid Response (R2) Acquisition Thrust. The R2 is the major part of a Command Pilot Program to increase the Armament, Research, Development and Engineering (ARDEC) responsiveness to meeting its customers' immediate requirements. In support of the Global War on Terror, ARDEC's mission, including lethality and counter-lethality efforts, has expanded to include providing expedited developmental solutions to meet the customers needs at various stages of the lifecycle of a product. The Army will be soliciting proposals for three-dimensional facial recognition and multi-spectral fingerprinting technology for the Army's Language and Technology Center at Fort Huachuca, Ariz. This includes the production, installation and support of a prototype system implementing all of the software components specified under the solicitation's statement of objectives. The Department of the Navy is seeking potential sources and cost estimates for an automated system for access control. This system should be able to independently verify that workers have satisfied the criteria for entry into a high radiation area and grant the workers access, based on satisfactory verification of those criteria. The Navy is soliciting white papers for cyber behavior research in support of the Special Security Center. This program consists of two interrelated tasks in which investigators advance research programs to (1) survey information technology activities in a sample generalized to personnel holding active security clearances and (2) identify robust indicators signifying a heightened risk or resilience for individuals to engage in risky IT activities or problematic cyber behaviors within the workplace. The Navy is requesting information regarding light detection and ranging (LIDAR) technologies to measure meteorological conditions, as a method of improving direct and indirect fires accuracy. A LIDAR Artillery Meteorology System would provide direct measurement of the meteorological data from the firing position to the target direction for as far along the projectiles flight path as can be measured. The Navy is soliciting white papers for concepts from industry that can advance Navy operational logistics capabilities through component advancement and/or integrated demonstration and evaluation. This funding opportunity focuses on one topic that is divided into four subtopics: (1) advanced replenishment complements, (2) shipboard materiel transport, (3) standardized packaging and interface technologies, and (4) asset visibility and planning. Approximately $1 million is expected to be available for Phase I awards having a project period of 3-6 months. The Navy is soliciting white papers for research efforts aimed at addressing the nanofabrication challenge. Of particular interest are various forms of bottom-up, self-assembly techniques that are capable of assembling electronic materials into arbitrarily shaped sub-1 Onm resolution patterns, while providing significant throughput enhancement over scanning probe microscopy based techniques. Approximately $3.5 million is expected to be available for awards having a project period of 18 months to two years. The Navy is soliciting proposals for technologies and methodologies to prevent concrete deterioration from alkali silica reaction (ASR), which has resulted in significant damage to airfield pavements and expenses in the tens of millions of dollars at each airfield. While mitigation of existing ASR deterioration may be considered, the main emphasis of this announcement is on prevention of deterioration. Work will be conducted in up to five phases, with each of the phases costed and negotiated separately and lasting approximately not more than one year each. Multiple awards may be made; the initial award will be for Phase I only and is estimated for up to $100,000. Abstracts may be submitted at any time, but to ensure review by the first meeting of the Technical Evaluation Board, they should be received by July 31, 2008. The Navy is soliciting white papers for concepts for real-time and non-real-time automated sensing and understanding of the battlespace using multiple distributed unmanned platforms. This technology should apply to three scenarios of interest: (1) at-sea battle force area awareness, (2) littoral region of interest, and (3) inland convoy/area force protection. Approximately $5.6 million over fiscal years 2009-12 is expected to be available for 1-2 awards having a project period of up to four years. The Navy is soliciting white papers for network centric engineering technology projects that offer potential for advancement and improvement of Department of Defense operations. This research opportunity is divided into six functional areas: (1) federated network engineering, (2) wireless and interior communications, (3) network services engineering, (4) network design and analysis, (5) network operations, and (6) enterprise network solutions. The amount and period of performance of selected proposals will vary depending on the research area and the technical approach to be pursued by selected offerors. This includes providing materials and support for the development and implementation of technical insertions and advanced processing build integration. The Navy will be soliciting proposals for labor, engineering and computer analysis support for a builder developer tool set for the Counter Radio-controlled Improvised Explosive Devices Electronic Warfare C-Mast Program. This includes radio frequency (RF) use and propagation and analysis of temporal and spatial patterns; new technologies relating to the field of RF; modeling and simulation in the area of electronic warfare; situational awareness and threat assessment in air and surface domains; RF related software and tools; software engineering; RADAR systems, and jammers. The Navy will be soliciting proposals for the Technical Engineering and Support Services contract. This acquisition will provide research, development and engineering services for the Communications-Electronics Research, Development and Engineering Center's Intelligence and Information Warfare Directorate and any successor organization that may evolve its elements at other locations, as well as customers developing intelligence and information warfare systems and working within the intelligence community. The support services to be acquired include technical, engineering, program management, prototype development and fabrication and operations expertise in support of intelligence, electronic warfare and information system development. The National Institute on Disability and Rehabilitation Research (NIDRR) invites applications for the Disability and Rehabilitation Research Projects (DRRPs) program. This program seeks to develop methods, procedures and rehabilitation technologies that advance a wide range of independent living and employment outcomes for individuals with disabilities. For the purposes of this announcement, the program has two priorities, (1) general DRRP requirements and (2) centers on research and capacity building to improve outcomes for individuals with disabilities from traditionally underserved racial and ethnic populations. Approximately $1.1 million is expected to be available for three grants having a project period of up to five years. Cost-sharing is required and will be negotiated at the time of the grant award. Department of Energy (DOE)

DOE invites applications for applied research in the Solid-State Lighting (SSL) Product Development Program. The focus of this program is product development of general illumination SSL sources, luminaires, and enabling products. The program highlights seven areas of interest targeting innovations in both light-emitting diodes and organic light-emitting diodes. Approximately $7.5 million is expected to be available for 2-5 cooperative agreement awards having a project period of up to two years and a cost-sharing requirement of at least 20 percent. Awards of up to $900,000 per year may be made. All types of domestic applicants are eligible to apply, except other federal agencies, Federally Funded Research and Development Center contractors, and nonprofit organizations described in section 501(c)(4) of the Internal Revenue Code of 1986 that engaged in lobbying activities after Dec. 31, 1995. DOE is soliciting proposals for optical coating design and demonstration for the Large Synoptic Survey Telescope (LSST) camera optics. Department of Health and Human Services

The National Institute of Health (NIH) agencies invite applications for the NIH Extramural Loan Repayment Programs. Five such programs are described below. The overall objective of these programs is the recruitment and retention of highly qualified health professionals to careers in clinical, pediatric, health disparities, or contraception and infertility research. Each program provides for the repayment of educational loan debt of up to $35,000 annually for qualified health professionals performing research within the mission of NIH at domestic, nonprofit or government entities. In general, applicants must be U.S. citizens, nationals or permanent residents and have a health professional doctoral degree from an accredited institution. The Transportation Security Administration is seeking sources that can provide Smart Card biometric readers capable of reading the Transportation Worker Identification Credential currently being issued to workers in the maritime transportation industry. NASA

NASA is soliciting proposals for its 2008 Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs. The NASA 2008 SBIR technical topics and subtopics support the agency's Mission Directorates of Space Operations, Aeronautics Research, Science, and Exploration Systems. The NASA STTR 2008 research areas are aligned with the needs associated with the core competencies of the NASA Centers. Phase I STTR proposals must be jointly developed by a small business concern and a research institution, with at least 40 percent of the work being performed by the small business as the prime contractor and at least 30 percent of the work being performed by the research institution. NASA is seeking partners to participate in developing proposals addressing the goals and objectives of its Advanced Component Technologies program. The goals of this program are to research, develop and demonstrate component- and subsystem-level technology developments that (1) reduce the risk, cost, size, volume, mass, and development time of Earth observing instrument and platforms and (2) enable new Earth observation measurements. The most recent announcement made in support of the program focuses on the development of advanced avalanche photodiodes. National Science Foundation (NSF) NSF is soliciting proposals for Astronomy and Astrophysics Postdoctoral Fellowships. These fellowships provide an opportunity for highly qualified, recent doctoral scientists to carry out an integrated program of independent research and education. Fellows may engage in observational, instrumental, theoretical, laboratory or archival data research in any area of astronomy and astrophysics, in combination with a coherent educational plan for the duration of the fellowship. Approximately $750,000 in FY 2009 funding is expected to be available for 8-9 fellowship grants of $83,000 per year for a period of up to three years. Grants are awarded to individuals who (1) are citizens, nationals or permanent residents of the U.S., (2) have earned the doctoral degree in an appropriate scientific field within five years prior to the proposal deadline or will complete the doctoral degree by Oct. 1 of the award year, and (3) have not participated in postdoctoral training for a combined full-time-equivalent duration of more than three years prior to the proposal deadline. Eligible host institutions include U.S. institutions of higher education; NSF-funded national centers, facilities or institutes; and U.S. nonprofit organizations with research and educational missions. American Council of Learned Societies (ACLS)

ACLS invites applications for the Digital Innovation Fellowships program. This program supports digitally based research projects in all disciplines of the humanities and humanities-related social sciences. Fellowships are intended to support an academic year dedicated to work on major scholarly projects that take a digital form, such as digital research archives or innovative databases, research that depends on or is greatly enhanced by the use of such tools, or some combination of these features. Up to five fellowship awards are anticipated. Each award carries a stipend of up to $55,000 towards an academic year's leave and provides for project costs of up to $25,000. To be eligible, applicants must be U.S. citizens or permanent residents who have a Ph.D. degree conferred prior to the application deadline, which is Oct. 2, 2008. Social Science Research Council (SSRC)

SSRC invites applications for the Abe Fellowship Program. This program provides Abe Fellows with 3-12 months of full-time support over a two-year period to support international multidisciplinary research on topics of pressing global concern. Specifically, the program encourages research focusing on policy-relevant and contemporary issues that have a comparative or transnational perspective and that draw the study of the U.S. and Japan into wider disciplinary or theoretical debates. Areas of interest include problems traditional and nontraditional approaches to security and diplomacy, global and regional economic issues, and the role of civil society. Eligibility is open to U.S. and Japanese citizens and to nationals of other countries who can demonstrate strong and serious long-term affiliations with research communities in the U.S. or Japan.
