1)  Very Efficient Solar Cells

The Defense Advanced Research Projects Agency, in collaboration 

with the Defense Sciences Office, requests proposals under a Broad

Agency Announcement (BAA) for the Very High Efficiency Solar Cell

Program.  The objective of this program is to demonstrate at least 50%

efficiency in a photovoltaic (PV) device.  Proposals due by 2/24/06,

however, the majority of the proposals funded nay be selected from

2)  Farm Bill Announcement for Efficiency and Renewables

The U.S. Department of Agriculture requests applications for the

Renewable Energy Systems and Energy Efficiency Improvements

Program.  This program assists agricultural producers and rural small

businesses that demonstrate financial need to purchase renewable

energy systems and to make energy efficiency improvements.  This

program is designed to help agricultural producers and rural small

businesses reduce energy costs and consumption and help meet the

nation's critical energy needs.  $11.4 million is available for grants, an

additional $11.4 million will be set aside through 8/31/05 for guaranteed

3)  Climate Change Fuel Cell Program

The Bonneville Power Administration, on behalf of the U.S. Department

of Defense, announces their intent to request proposals for the FY05

Climate Change Fuel Cell Program.  The purpose of this program is to

stimulate the commercialization of stationary fuel cell power plants

and reduce greenhouse gas emissions.  During FY04, BPA requested

projects that demonstrated, through their applications, a commitment

to purchase, install, operate, and maintain fuel cell power plant(s) with

a combined capacity rated between 3 and 3,000 kWe.  BPA intends

to post information about the FY05 Program at the following website

4)  Healthy Hospitals

The U.S. Environmental Protection Agency requests proposals to

provide day to day support for the Hospitals for a Healthy Environment

Program.  The goal of this program is to advance waste reduction and

pollution prevention efforts in the nation’s hospitals including the elimination

of mercury-containing waste from hospitals' waste streams by 2005;

reduction of the overall volume of waste by 33% percent by 2005 and

by 50 percent by 2010; and the identification of hazardous substances

for pollution prevention and waste reduction opportunities.  Responses

5)  Conservation Innovation Grants

The U.S. Department of Agriculture requests proposals for the

Conservation Innovation Grant Program (CIG).  The purpose of

CIG is to stimulate the development and adoption of innovative

conservation approaches and technologies while leveraging Federal

investment in environmental enhancement and protection, in

conjunction with agricultural production.  Proposals accepted by

state and territorial Natural Resources Conservation Service

offices.  Funding priorities, funding amounts and due dates vary

6)  Resource Conservation Funds

The U.S. Environmental Protection Agency, Region 4, requests

proposals for the Resource Conservation Program (RCP).  RCP f

ocuses on areas including but not limited to increasing national municipal

solid waste recycling/diversion rate to 35%, the beneficial use of

non-hazardous industrial by products, and electronics-green initiatives. 

Organizations and Federally recognized Tribes located in EPA Region

4 (AL, FL, GA, KY, MS, NC, CS, TN) are eligible to apply.  Funding

availability and number of awards anticipated TBD, past award range

7)  Pollution Prevention Grants Program

The U.S. Environmental Protection Agency requests proposals for

the Pollution Prevention Grants Program.  The goal of this program

is to assist businesses and industries to identify better environmental

strategies and solutions for reducing or eliminating waste at the source,

and across all environmental media: air, water, and land.  All 10 EPA

Regions are accepting proposals.  $4.5 million expected to be available.

Priority areas, funding levels, due dates, and pre-proposal requirements

vary by Region.  Pre-proposal range 4/18 to 4/20, final proposal range

8)  Brownfields

The U.S. Environmental Protection Agency requests applications for the

Brownfields Training, Research, and Technical Assistance Grants and

Cooperative Agreements Program.  This program supports training,

research and technical assistance to facilitate the inventory of brownfield

sites, site assessments, remediation of brownfield sites, community

involvement, or site preparation.  $800K expected to be available, 2

9)  Innovative Environmental Practices

The U.S. Environmental Protection Agency requests proposals for

Partnerships to Promote Innovation in Environmental Practices.  This

program provides support to institutions interested in promoting innovations

that can improve environmental results from State and Federal programs.

The goal is to increase understanding of new approaches, to facilitate use

of proven concepts, and to encourage more innovation in environmental

programs.  $300K expected to be available, 1 award anticipated.  Response

10)  Tribal Air Quality

The U.S. Environmental Protection Agency requests proposals for the

American Indian Air Quality Training Program and the Tribal Air

Monitoring Support Center.  The Air Quality Training Program provides

workshop training, internships and technical support to tribal governments

seeking to investigate, develop and establish air quality management

programs for lands under their jurisdiction.  The Air Monitoring Support

Center provides a full spectrum of technical support to tribes undertaking

air quality monitoring and related activities.  $7.5 million expected to be

11)  U.S. and Mexico Border

12)  K to 12 IAQ

The U.S. Environmental Protection Agency, Region 9, requests

proposals for assisting K-12 schools in achieving implementation of

the EPA Indoor Air Quality Tools for Schools Program and Asthma

Management Education Programs.  $175K expected to be available,

10 awards anticipated.  Responses due 4/29/05.  These awards are

13)  Measurement of Particulate Matter

The U.S. Environmental Protection Agency requests applications

for continuous measurement techniques that determine the

composition of fine atmospheric particulate matter (PM). These

improved continuous measurement techniques should provide

insight into the sources contributing to measured concentrations

in ambient air, into the effectiveness of potential control strategies,

and into the possibility of composition-specific PM regulatory

standards.  $1.5 million expected to be available, 3 awards anticipated.

14)  Regional Climatic Change Research Centers

The U.S. Department of Energy requests proposals from U.S.

universities to host one of four Regional Centers of the new DOE

National Institute for Climatic Change Research (NICCR),

formerly the National Institute for Global Environmental Change. 

Selected universities will work with DOE on the development

and subcontracting of an integrated research portfolio that is

directly relevant to DOE's climatic change research needs. 

Annual budgets for administrative costs of each Regional Center

expected to be less than $200K.  Approx. $1.9 million will be

available to each of the four Regional Centers to support

15)  Antarctic Research

The National Science Foundation requests proposals for the U.S.

Antarctic Program.  The goals of this program are to expand

fundamental knowledge of the region, to foster research on global

and regional problems of current scientific importance, and to use

the region as a platform from which to support research.  Areas of

interest include but are not limited to the study of how high altitude

ecosystems may respond to global change, and the study of how the

Antarctic ocean/atmosphere system is an indicator and component

of climate change.  $15 million expected to be available, 136

16)  Integrated Assessment of Climate Change Research

The U.S. Department of Energy requests proposals for the Integrated

Assessment of Climate Change Research Program.  This program

supports the Administration's Climate Change Science Program

goals to understand, model, and assess the effects of increasing

greenhouse gas concentrations in the atmosphere.  Special

emphasis is placed on developing methods to evaluate economic

and other costs and benefits of climate change under "what if"

scenarios that include policy interventions to mitigate greenhouse

gas emissions.  $2 million expected to be available.  Responses

17)  Market Based GHG Reductions

The U.S. Environmental Protection Agency requests proposals

 for Market-Based Approaches for Reducing Greenhouse Gas

(GHG) Emissions Through Energy Efficiency in Homes and

Buildings.  The purpose of this project is to advance national, regional,

and local energy efficiency programming by utilizing market-based

approaches to program design and delivery.  $1.35 million expected

18)  Compressed Natural Gas

The U.S. Department of Energy Office of FreedomCAR and Vehicle

Technologies Program requests applications in two areas:  1)  The

Natural Gas Vehicle Cylinder Safety, Training and Inspection Project. 

The objective of this project is to coordinate with vehicle users and

fire, safety, and code officials for increasing the understanding of the

safe and proper use and maintenance of compressed natural gas

(CNG) fuel containers.  2)  The Natural Gas Vehicle Road Map and

Data Collection Effort.  The objective of this effort is to develop a

comprehensive roadmap for targeted development of natural gas

refueling infrastructure projects (CNG, LNG and/or a combination

of the two) to support successful deployments of light- and heavy

19)  Water Quality Projects

Cooperative Agreement Allocation proposals for unique and

innovative projects that address water and wastewater issues

20)  EPA SBIR

The U.S. Environmental Protection Agency requests contract

proposals from small businesses for Phase 1 of the Small Business

Innovation Research Program (SBIR).  A major objective of SBIR

is to strengthen the role of small businesses in federally funded

R&D and to help develop a stronger national base for technical

innovation.  Areas of interest for feasibility-related experimental

research or R&D efforts includes but is not limited to Solid Waste

Recycling, Waste Gasification, Innovation in Manufacturing, Pollution

Prevention, Water and Wastewater Management, Green Buildings

21)  Washington State Development Grants

The Washington Technology Center’s Research & Technology

Development Grant Program (RTD) supports research projects in

Washington State that have near term potential for commercialization. 

Projects must partner Washington companies with academic and

non-profit research teams.  Preference is given to small companies

(250 employees or less).  Up to $240K available per project.  Notice

22)  Young Entrepreneurs Initiative

The Office for Science and Technology of the French Embassy in

the U.S. requests proposals from young U.S. based entrepreneurs

who wish to pursue their innovative enterprise in France.  Areas of

interest include but are not limited to materials and nanotechnology. 

Selected candidates will receive airfare to France, living expenses

(on average 5,000 euros per project), and mentoring with the objective

23)  Commercialization of Emission Reductions

The Idaho National Laboratory (INL) has discovered a process that

greatly reduces pollutants emitted from coal plants and other

emerging coal, biomass, and municipal solid waste energy conversion

processes.  The process is simple, economical, efficient, and easy

to retrofit on existing plants.  The INL is soliciting interest from

qualified industrial firms interested in participating in projects

and commercializing this technology.  The INL has a patent pending

on the process, which may be licensed exclusively or non-exclusively.

24)  REMOVE II

The San Joaquin Valley Air Pollution Control District (SJVAPCD)

requests applications for the REMOVE II Program.  REMOVE II

provides incentives for projects that will reduce motor vehicle emissions

within the District.  All projects must have a direct air quality benefit to

the District.  Areas of interest include but are not limited to:  Light and

Medium Duty Vehicle Component, E-Mobility (Telecommunications)

25)  Environmental Awards Program. 

International Paper and the Conservation Fund request nominations

for the International Paper Environmental Awards Program.  This

annual program recognizes two individuals whose work

26)  Homeland Security Awards
