1)  USDA SBIR

The U.S. Department of Agriculture requests proposals for Phase I

and Phase II of the Small Business Innovation Research (SBIR)

Program.  The purpose of SBIR is to provide an opportunity for U.S.

small businesses to submit innovative, applied, R&D projects that

address important problems facing American agriculture and have the

potential to lead to significant public benefit if the research is

successful.  USDA is particularly interested in projects that focus

on Alternative and Renewable Energy, such as R&D on new energy

crops, improved methods for producing biofuels such as ethanol and

biodiesel, producing hydrogen and other fuel gases from agricultural

waste, and more efficient use of energy in agricultural production

and in rural communities.  $19.2 million expected to be available,

2)  Rural Entrepreneurial Outreach

The U.S. Department of Agriculture requests proposals from 1890 Land

Grant Universities and Tuskegee University for Rural Entrepreneurial

Program Outreach.  Through this program, USDA seeks to create long

term rural economic development and income-producing projects for

under-developed rural communities.  $1.5 million expected to be

3)  Ethanol Plant Proposal Review

The New York State Energy Research and Development Authority

requests proposals for consultants that will assist in evaluating

the technical and business development aspects of proposals

submitted under an RFP titled “Construction of a Cellulosic Ethanol

Pilot Production Facility.”  Up to $50K available, responses due

4)  Analysis of Trading Programs

The U.S. Environmental Protection Agency requests applications for

Market Mechanisms and Incentives: Case Studies and Experimental

Testbeds for New Environmental Trading Programs.  Through this RFP,

EPA seeks research to increase the scientific understanding of the

causes for success or failure of trading programs for new

pollutants, media, and geographical areas as well as the costs and

benefits of such programs.  This research should develop methods,

models, or tools to translate the success of the SO2 and similar

trading markets to new markets where trading has been (or may be)

less successful.  $2 million expected to be available, up to 6

5)  Impact of Energy Prices on Small Businesses

6)  Solar America

The U.S. Department of Energy requests proposals for Solar America

Initiative Technology Pathway Partnerships, Phase 1.  Through this

RFP, DOE seeks partnerships with U.S. industry for projects that

focus on development, testing, demonstration, validation, and

interconnection of new PV components, systems, and manufacturing

equipment.  $170 million expected to be available, up to 25 awards

anticipated, individual awards NTE $20 million.  Letters of Intent

7)  Solar Utility Buy-Back Project

The U.S. Coast Guard seeks bids from contactors for providing solar

electrical utility services from a contractor installed, owned, and

operated photovoltaic array to be installed on U.S. Coast Guard

property at the Training Center in Petaluma, CA.  It is anticipated

that arrays in the range of 300kW to 1MW are feasible.  Responses

9)  Renewables in CA

Pacific Gas and Electric Company (PG&E) seeks contracts with

generators to increase the level of RPS-eligible renewable

generation to 20% by 2010.  PG&E seeks up to 400 MW of renewable

as Green Tags, for two Oregon renewable power options.  Renewables

on solid organic fuels from wood, forest, and field residues;

12)  Renewable Energy in HI

Kaua`i Island Utility Cooperative (KIUC) requests proposals for

small, distributed renewable energy sources.  The intent of this RFP

is to allow KIUC to continue promoting the installation and

development of renewable energy on Kaua`i and to offer KIUC’s

consumers a choice in their electrical supply options.  KIUC is the

exclusive retail electric service provider for Hawai`i’s fourth

13)  Distributed Generation in NY

The New York State Energy Research and Development Authority

requests proposals for Environmentally Preferred Power Systems

Technologies, Energy Storage Demonstration, and Environmental Impact

Assessments / Mitigation.  This RFP focuses on advancing

technologies and developing products that offer minimal incremental

emissions including, but not limited to, distributed generation

technologies, power system interconnection and testing, electrical

energy storage technologies, end user power reliability and power

14)  National Green Tag Purchase

15)  National RECs

The World Resources Institute, on behalf of the Green Power Market

Development Group, seeks Renewable Energy Credits (REC) from regions

of the country (power pools) that have the highest carbon dioxide

emissions per MWh of electricity generation.  The goal of this RFP

is to transform energy markets to enable corporate buyers to

diversify their energy portfolios and reduce their impact on climate

change.  This group of commercial and industrial partners includes

Alcoa Inc., the Dow Chemical Company, DuPont, FedEx Kinko’s, General

Motors, IBM, Interface, Johnson & Johnson, NatureWorks LLC, Pitney

Bowes, Staples, and Starbucks Coffee Company.  Eligible RECs may

come from wind, landfill gas, biomass, geothermal, solar, and low-

16)  Resource Conservation Challenge – Region 10

The U.S. Environmental Protection Agency, Region 10, requests

proposals for the Resource Conservation Challenge Program for

projects that address resource conservation, product stewardship,

solid waste reduction, and recycling at the local, state, tribal,

and regional levels.  Project must achieve measurable results in

areas including, but not limited to:  Reducing the generation and

disposal of materials and waste streams through reuse, recycling,

composting, market development or product stewardship; and promotion

of Environmentally Preferable Purchasing.  Projects must

19)  Indoor Air Quality - Region 4

The U.S. Environmental Protection Agency, Region 4, requests

Proposed projects must support demonstration, training, outreach

pollutants and yield measurable environmental outcomes.  Project

20)  Watershed Protection & Assessment

The U.S. Environmental Protection Agency requests proposals for

Assessment and Watershed Protection Program Grants.   This program

seeks to build the capacity of all levels of government to develop

and implement effective, comprehensive programs for watershed

protection, restoration, and management.  Examples of eligible

project include but are not limited to:  New tools and products for

assisting States in setting water quality priorities; and

demonstrations and research projects to assess the effectiveness of

agricultural drainage water management practices and systems.

The California Bay Delta Authority (CALFED) requests proposals for

the 2006 Science Program.  Through this program, CALFED seeks

projects that will advance the understanding of the complex

environments/systems within CA’s Sacramento and San Joaquin River

watersheds and the San Francisco Estuary.  Areas of interest include

but are not limited to:  Trends and Patterns of Populations and

System Response to a Changing Environment; Habitat Availability and

22)  Global Resources & Economic Growth

The U.S. Agency for International Development requests proposals for

Promoting Transformation:  Linking Natural Resources, Economic

Growth and Governance.  The objective of this program is to increase

social, economic and environmental benefits through healthy

ecosystems and sustainable resource management.  This program will

be global in nature.  It is anticipated that most activities will

take place at a national level with some regional work possible.

The Skoll Foundation requests proposals for Skoll Awards for Social

Entrepreneurship for work which has the potential for large-scale

25)  Wal-Mart and Land Conservation

Wal-Mart Stores, Inc. and the National Fish and the Wildlife

Foundation request proposals for Acres for America.  This program

provides funding for projects that conserve important habitat for

fish, wildlife, and plants through acquisition of real property. 

The goal of the program is to offset the footprint of Wal-Mart's

domestic facilities on at least an acre-by-acre basis. 

Approximately $2.5 million expected to be available annually through

2014.  Annual pre-proposals are required and are due 4/1 and 9/1,
