Renewable Portfolio Standards have emerged as an effective and popular tool for promoting renewable energy at the state level. To date several states have enacted renewable portfolio standards that require utilities to supply a certain percentage of electricity from specified renewable energy technologies. Some RPSs will specify the technology mix, while others leave it up to the market. Each state, therefore, has a choice of how to fulfill this mandate using a combination of renewable energy sources, including wind, solar, biomass, geothermal, or other renewable sources combined with flexible, market-based mechanisms.
