Russia's nuclear power plant agency says there have been no serious accidents since it was founded 13 years ago.

The State Concern for Electricity and Heat Generation at Nuclear Power Plants, known as Rosenergoatom, manages the country's 10 nuclear power plants, Novosti reported.

The Russian Federal Service for the Oversight of the Ecology, Technology and Nuclear Management said that the number of failures at nuclear plants dropped to 46 in 2004 from 51 in 2003. None of the failures involved radiation release.

We assign priority to the human factor in (nuclear power plant) safety, as well as equipment reliability, a spokesman for Rosenergoatom told Novosti.

He said that security systems also limit failures caused by human error
