Spanish energy law to boost biomass, wind energy

The Spanish government is likely to approve a renewable energy plan this month
that is mainly aimed at boosting the number of biomass and wind installations
to offset an expected decline in nuclear output, according to industry
minister Jose Montilla. The overall goal is to have renewables account for 30%
of electricity production and cover 12% of primary energy needs in 2011, he
said Tuesday, inaugurating three wind farms totalling 103MW in Zamora
province.

Specific measures being considered to encourage more wind and biomass projects
include updating the central government's authorization procedures,
homogenizing the administrative processes of Spain's various autonomous
regions, eliminating development roadblocks that have sprung up in several
regions and establishing a single office to oversee renewables and
cogeneration operations. Montilla also noted that the Spanish cabinet is
expected to shortly approve the country's energy saving and efficiency action
plan for the 2005-2007 period to help meet the national allocation plan.
