FERC to issue Notice of Proposed Rulemaking on wind power Jan 19

The US Federal Energy Regulatory Commission will issue a Notice of Proposed Rulemaking on Jan 19, 2005 open meeting in a bid to create uniformity in windfarm grid links and encourage the construction of more wind generation, a FERC official confirmed Friday. FERC Chairman Pat Wood III had mentioned the rulemaking on Wednesday at a FERC conference on wind energy in Denver. The NOPR would move the agency a step closer to populating "Appendix G," a section of Order 2003 of the agency's interconnection rules. Appendix G would create national standards for links between wind generation and grids. Interconnection agreements vary widely from one grid operator to another at present. "There are technical issues and process issues that wind generators face," said Robert Gramlich, Wood's economic advisor at FERC. "We already made the promise in Order 2003's final rule that we would do this."
