UK energy bill completes third reading in House of Commons

The UK energy bill completed its final stages in the House of Commons Tuesday,
passing report stage and third reading, and is now on its way to the House of
Lords, a Commons spokeswoman said. If the Lords agree with the changes made to
the bill--which started off in the Lords--it will become law. The main
provisions of the bill are to establish a Nuclear Decommissioning Agency and
set out rules for offshore windfarm developments. But a number of extra
provisions have been introduced during debate. Amongst the changes made in
report stage Tuesday was the insertion of a government-backed clause that will
require government to prepare a strategy for the promotion of microgeneration,
meaning plants of under 50kW capacity. The clause was welcomed by figures
including former energy minister, Brian Wilson, who said "perhaps it would be
easier to introduce a large number of small energy units than it is proving to
get a relatively small number of very large renewable energy units."
