Colorado RPS Bill Reborn as Ballot Initiative

May 27, 2004 [SolarAccess.com] This is the legislation that just won't quit. After two failures in the Colorado legislature, a Colorado RPS has now emerged as a ballot initiative, giving the citizens of the state, not the legislature, the deciding vote on the measure. Like RPS legislation in other states, the measure would require the state to source a small, but mandatory percentage of their electrical power from renewable energy sources. According to the Solar Energy Industries Association (SEIA) between 2007 and 2010, the standard would require .12% of Colorado's electricity to come from solar energy; a percentage that would rise to .24% between 2011 - 2015, and .4% thereafter. This would likely create a multi-megawatt market in the state very quickly. Half of this would be required to come from on-site (distributed) solar, and the utilities would be required to offer a PV buy-down program as part of the portfolio. The first step in the ballot initiative will require a gathering of enough signatures to put the measure on the ballot. This effort will begin soon.
