Fee reclassification not in energy funding bill

Lawmakers did not attach waste fee reclassification legislation to the FY-05
energy funding bill today, but "the train hasn't left the station," according
to one nuclear industry lobbyist. He said there were other options left for
moving H.R. 3981 forward, including a possible omnibus budget bill or a
continuing resolution. Sources said possibilities for the House Energy &
Commerce Committee decision not to attach the reclassification bill have
ranged from budget concerns to a suggestion that Democrats might launch
organized opposition to the bill. Offsets in the bill would create
dollar-for-dollar increases in the federal budget deficit, sources said. The
reclassification would increase funding for the DOE repository program.
