Rocky Mountain group to propose $4.2-bil of transmission projects

A transmission study group for the Rocky Mountain region recommended that two
major transmission lines be built to connect potential coal-fired and wind
generation to West Coast markets, according to a report released Tuesday. The
report by the Rocky Mountain Area Transmission Study (RMATS) recommends
spending $4.26-bil on three regional projects and two 500-kV "export"
transmission lines. 

The group recommends that the state public utility commissions and energy
agencies in the RMATS footprint--Colorado, Idaho, Montana, Utah and
Wyoming--deliver a report to their governors in six months discussing
multi-state transmission expansion cost recovery and pricing principles. The
transmission projects would be needed to handle about 7,300 MW in potential
generation, the report said. RMATS, put together by the Utah and Wyoming
governors in 2003, seeks to remove transmission constraints so the region can
tap its coal, natural gas and wind resources and export electricity.
