Energy bill may be revived

The energy bill may be resuscitated tomorrow when the Senate votes on two
amendments that have been added to an Internet tax measure (S. 150). Minority
Leader Tom Daschle (D-S.D.) jump-started the process yesterday by pulling the
renewable fuels standards section out of the giant energy bill and offering it
as an amendment. Energy & Natural Resources Committee Chairman Pete Domenici
(R-N.M.) then submitted the Republican-drafted energy bill, S. 2095, as an
amendment to Daschle's amendment. Domenici's amendment contains provisions to
renew the Price-Anderson Act liability insurance system through 2023, to
provide authority to develop a hydrogen cogeneration demonstration plant in
Idaho, to make changes to nuclear security practices at plants, and to
strengthen the punishment for crimes against commercial nuclear facilities. It
also contains provisions affecting uranium enrichment facilities and for
strengthening whistleblower protections.
