The transmission reliability
landscape has seen unprecedented changes over the past year. The passage
of the Energy Act of 2005 introduced a variety of provisions aimed at
increasing grid reliability. Weather events and natural disasters have
called into question some of our basic approaches to ensuring transmission
reliability. Finally, the introduction of more renewables and other
variable resources is placing increased stress on an aging transmission
infrastructure. Today's transmission executives must stay abreast of these
and other developments to make the strategic decisions to effectively lead
their organizations into the mandatory reliability era.
This year?s Executive Forum
will provide a high level view of both the operational and policy
challenges facing the transmission industry. It will provide executives
with a picture of the current status of the implementation of reliability
mandates and market policy. It will also offer an overview of industry
best practices and technical innovations for handling the burdens placed

The 2nd Reliability Summit will bring
together the nation?s leading policy makers, senior executives and
reliability experts. They will address the implications of the new ERO and
mandatory reliability rulemakings on utility and RTO operations, on
management processes and on strategic planning. The reliability provisions
of the EPAct have created the very real possibility of fines for
non-compliance running into multiple millions; but hasn?t clarified how
the audit and enforcement will work. Leading executives and regulators
will meet in Washington to discuss how best to assure and demonstrate
compliance. They will address how the new reliability organization might
affect their internal processes for planning and compliance management.
Transmission owners and other stakeholders will discuss how emerging
market-based methods for resource adequacy will affect the fortunes of
transmission and generation businesses and organizations.
This year?s Reliability Summit will bring FERC, NERC, DOE, and state
regulators together with senior executives from transmission and energy
