California and Wyoming governors sign deal on clean-coal plant

California Governor Arnold Schwarzenegger and Wyoming Governor Dave
Freudenthal signed an agreement Monday to pursue federal funding for
development of a commercial-scale integrated gasification combined cycle coal
project project with carbon sequestration in Wyoming.

The Energy Policy Act of 2005 specifically provides support for a Western
IGCC demonstration project capable of sequestering carbon, at an elevation,
with coal characteristics common to Wyoming, said Freudenthal.

Wyoming has an abundance of coal, making it a good choice for the IGCC
facility, he said. About 36 % of the electricity generated in the United
States relies on coal from Wyoming, he said at the New Frontiers Power Summit
in San Diego, where he signed the memorandum of understanding with California.

Schwarzenegger signed the memorandum of understanding in his Sacramento
office.

The agreement calls for creation of a task force of regulators, in
consultation with load serving entities, to work with the US Department of
Energy to develop the facility. The task force will hold its first meeting by
the end of May, according to the agreement.
