The 2005 United Nations climate change conference in Montreal signaled both the
start of full legal implementation of the Kyoto Protocol and the launch of
negotiations on industrialized country commitments post-2012, when the current
protocol expires. This paper, released in February 2006 by the nonprofit Oxford
