US BLM proposes new right-of-way fee schedule

The US Bureau of Land Management Thursday proposed revising the fee
schedule for energy and other rights-of-way crossing its lands to reflect
changes in land values over the last two decades.
The proposed rulemaking, published in the Federal Register, is in keeping
with a requirement in the Energy Policy Act of 2005 that calls for an updating
of the fees charged for granting access to BLM lands for pipelines,
transmission lines, roads and other facilities.
EPACT said these fees should be changed "to reflect current land values,"
according to BLM. The agency also issued new regulations last year that
allowed it to boost right-of-way fees to more accurately reflect the number of
hours it takes BLM personnel to process the paperwork associated with
right-of-way applications.
Comments on the new proposal are due to BLM by May 30. EPACT requires the
Forest Service to undergo a similar revision of its right-of-way fee schedule.
