1)  $2 Billion in Loan Guarantees

The U.S. Department of Energy invites applications for Federal Loan

Guarantees for Projects that Employ Innovative Technologies in

Support of the Advanced Energy Initiative and Title XVII of the

Energy Policy Act of 2005.  The intent of this RFP is to facilitate

the use of new or significantly improved innovative technologies in

early commercial projects in order to meet principal energy

challenges of enhancing energy security, repairing and modernizing

our energy infrastructure, promoting energy conservation, and

increasing our energy supplies in ways that protect and improve the

environment.  Project categories of interest include but are not

limited to:  Biomass, Hydrogen, Solar, Wind, Hydropower, Carbon

Sequestration Practices and Technologies, Electricity Delivery and

Energy Reliability, Alternative Fuel Vehicles, Industrial Energy

Efficiency Projects, and Pollution Control Equipment.  Up to $2 billion

in loan guarantees expected to be available.  Pre-applications are

2)  Power, Controls and Adaptive Networks 

The National Science Foundation requests proposals for the Power,

Controls and Adaptive Networks (PCAN) Program.  PCAN supports creative

research and education underlying the analysis and design of

intelligent engineering networks for control, communications,

computation and energy.  The program covers areas including, but not

limited to, all aspects of transmission, distribution and generation

of electric power, including operations, communications, reliability,

electric machines, power electronics and drives.  The program further

includes integration of renewable and distributed energy systems, such

as fuel cells, solar cells, wind power and micro-turbines into large

3)  DOE SBIR/STTR

The U.S. Department of Energy announces its intent to request

proposals for the FY07 Small Business Innovation Research (SBIR) and

Small Business Technology Transfer (STTR) programs.  These programs

seek to stimulate technological innovation in small businesses (500

employees or less) to meet federal agency research and development

needs.  $38 million expected to be available, individual awards NTE

$100K.  53 draft topics of interest have been identified which include

but are not limited to:  Carbon Cycle Measurements of the Atmosphere

and the Biosphere; Wind Energy Reliability and Cost Reduction; Solar

Energy; Hydrogen Delivery and Production; Hybrid Electric Vehicles

with a Special Focus On Plug-In Hybrids; Cellulosic Biomass to High-

Value Products; and Alternative Feedstocks to Chemicals.  The RFP is

The Defense Energy Support Center seeks Renewable Energy Certificates

5)  California Solar Public Awareness Campaign

The California Energy Commission requests proposals from marketing and

communication firms for the New Solar Homes Partnership (NSHP) Public

Awareness Campaign.  This campaign supports the Commission’s NSHP goal

for achieving 400 MW of new distributed solar capacity by 2017. 

Bidders would be responsible for providing an array of services that

encourage the purchase of new solar homes, and help establish a self-

sustaining solar homes market.  $4.5 million expected to be available.

6)  Northwest Green Tags

Puget Sound Energy, Inc. requests proposals from prospective sellers

of renewable energy certificates sufficient to meet the needs of PSE's

current Green Power Program supply requirements and anticipated

program sales growth demands.  PSE anticipates its Green Tag

requirement at 120,000 MWh to 150,000 MWh per year.  Green Tags should

be created primarily in WA, OR and ID though projects from others

research.  Projects should focus on the natural evolution of Earth's

climate with the goal of providing a baseline for present variability

emerging field of green infrastructure, with an emphasis on tree

canopy and restoring ecological function in urban settings) and

10)  Bioenergy Research Centers

The U.S. Department of Energy, Genomics: GTL Program requests

proposals for the establishment of up to two GTL Bioenergy Research

Centers that develop novel biological solutions for the production of

such fuels as cellulosic ethanol or hydrogen or for other

groundbreaking bioenergy research with the potential to revolutionize

biology-based energy production.  $250 million expected to be

The Connecticut Clean Energy Fund (CCEF) requests qualifications from

firms to install solar photovoltaic systems in private residences in

CT.  CCEF seeks additional installers as part of its Residential Solar

Photovoltaic Program, which provides rebates of up to $25K per

13)  New York Advanced Vehicle R&D

The New York State Energy Research and Development Authority requests

14)  New York Plug-in Hybrid Vehicles

The New York State Energy Research and Development Authority requests

proposals for the NY State Plug-in Hybrid Electric Vehicle Technology

Initiative.  This initiative supports further development and

implementation of the technologies necessary to convert hybrid

electric vehicles into plug-in hybrid electric vehicles.  The program

goal is to develop systems that can be applied to the majority of NY

State owned hybrid electric passenger vehicles and light trucks,

estimated at 500 to 600 vehicles.  $10 million expected to be

15)  California Energy Innovations Small Grant Program

The California Energy Commission  requests proposals for the Energy

Innovations Small Grant Program to conduct research that establishes

the feasibility of new, innovative energy concepts.  Research projects

must address a CA energy problem, provide a potential benefit to CA

electric and natural gas ratepayers and target one of the following

areas of interest:  Industrial/Agriculture/Water End-use Efficiency;

Building End-use Efficiency; Environmentally Preferred Advanced

Generation; Renewable Generation; Energy-Related Environmental

Research; Energy Systems Integration.  Maximum award for hardware

projects requiring physical testing is $95K, max. for modeling

16)  International Pollution Prevention

The U.S. Environmental Protection Agency requests applications for

Pollution Prevention and Cleaner Production Networking.  Projects must

Production Networks and Forums for the Middle East and North Africa. 

The objective of this initiative is to improve environmental

protection activities in these areas through enhanced knowledge of

pollution prevention and cleaner production concepts, information, and

programs.  $85K expected to be available, 1 award anticipated.
