Pa. utility OK to reopen after shoring up spill controls

Pennsylvania is allowing power company PPL Generation LLC to reopen a waste fly ash basin that spilled more than 100 million gallons of contaminated water into a nearby creek in August.

The Pennsylvania Department of Environmental Protection issued the power provider a permit modification to reopen the ash basin. PPL Generation improved the basinīs design to avoid future breaches. The improvements incorporate four different methods to prevent releases.

A failure of one of the wooden stoplogs in the basin led to the Aug. 23 leak. PPL Generation has replaced the wooden stoplogs with steel-reinforced concrete and added three more barriers to prevent recurrences.

PPL Generation is a unit of Allentown, Pa.-based PPL Corp.
