1) Farm Bill – Efficiency & Renewables
The U.S. Department of Agriculture, Rural Business Cooperative Service
requests applications under the Farm Security and Rural Investment Act
of 2002 (the Farm Bill) for Renewable Energy Systems and Energy
Efficiency Improvements Grants and Guaranteed Loans. Through this
RFP, the USDA will make loans, loan guarantees, and grants to farmers,
ranchers and rural small businesses to purchase renewable energy
systems and make energy efficiency improvements. $11.4 million
expected to be available for renewable energy and energy efficiency

2) Integrated Biorefinery System
The U.S. Department of Energy requests proposals for the Commercial
Demonstration of an Integrated Biorefinery System for Production of
Liquid Transportation Biofuels, Biobased Chemicals, Substitutes for
Petroleum-based Feedstocks and Products, and Biomass-based Heat/Power.
Project focus is on the design, construction and operation of an
integrated biorefinery employing lignocellulosic feedstocks for the
production of combinations of liquid transportation fuels, biobased
chemicals, substitutes for petroleum-based feedstocks, and energy in
the form of electricity or useful heat. Up to $160 million expected

3) Solar Computer Power Adaptor and Battery Charger
The U.S. Marine Corps System Command has a requirement for up to
550 Solar Computer Power Adaptor and Battery Chargers (SP-CPA-BC).
The SP-CPA-BC is a member of a larger family of solar powered devices
that are being procured under the Solar Portable Alternative
Communications Energy Systems (SPACES) project. The SPACES family
has seven members: a solar powered lead-acid battery charger for
generators, a solar powered lead-acid battery charger for vehicles,
a solar charger for rechargeable tactical radio batteries, a solar
power adaptor and battery charger for laptop computers, a solar power a
daptor and battery charger for 12 Volt tactical radios, a solar power
adaptor and battery charger for 24 Volt tactical radios, and a solar

4) Efficiency Evaluation
The Northwest Energy Efficiency Alliance requests proposals for
professional services to evaluate the Alliance 80 Plus Efficient Power
Supplies for PCs project. The primary goal of 80 Plus is to transform
the market for new desktop PCs to include high efficiency power
supplies as the industry standard. A time and materials contract, not

5) Conservation Innovation Grants
The U.S. Department of Agriculture has issued numerous requests for
proposals for the Conservation Innovation Grant Program (CIG). The
purpose of CIG is to stimulate the development and adoption of
innovative conservation approaches and technologies while leveraging
Federal investment in environmental enhancement and protection, in
conjunction with agricultural production. Sub-areas of interest
include but are not limited to renewable energy sources such as wind
or solar, methane recovery, irrigation management, agricultural
emissions of greenhouse gases, and carbon sequestration in soil. RFPs
are open in geographic areas including but not limited to: Puerto
Rico, the Virgin Islands, the Pacific Islands, ID, ME, NC, KS, NB, OH,

6) Native American Energy Self Sufficiency
The U.S. Department of Health & Human Services, Administration for
Native Americans (ANA) requests applications for the Social and
Economic Development Strategies (SEDS) Program. ANA promotes the goal
of economic and social self-sufficiency for American Indians, Native
Hawaiians, Alaskan Natives, and other Native American Pacific
Islanders, including American Samoa Natives. Areas of interest
Include, but are not limited to, implementing initiatives based on
feasibility studies that assessed the economic potential of energy
resources in their community, including renewable energy sources such
as bioenergy, geothermal, hydrogen, hydropower, ocean, solar, wind or
other methods appropriate to the Tribe and geographical location.

8) EPA SBIR
The U.S. Environmental Protection Agency announces its intent to
request proposals for the FY06 Phase 1 Small Business Innovation
Research (SBIR)Program. This procurement is a total small business
set-aside. Areas of interest include, but are not limited to: Green
Buildings, Innovation in Manufacturing for Environmental Protection,
Water and Wastewater Management, Mining and Mine Waste Management,

Environmental Justice Small Grants (EJSG) Program. EJSG supports
projects that help communities understand and address their exposure
to environmental harms and risks. “Environmental justice” refers to

Innovative Clean Air Technologies (ICAT) program. ICAT supports

the Amazon Basin Conservation Initiative. This initiative supports

29) Geothermal in Ethiopia
The U.S. Trade and Development Agency requests proposals from U.S.
Firms to develop a feasibility study for the Ethiopia Tendaho
Geothermal Site Project. The feasibility study will enable Ethiopian
Electric Power Corporation to plan, finance and install a 2-5
megawatt pilot geothermal plant at Tendaho that uses a simple flash
steam geothermal plant mounted on the wellhead of one or possibly two
