Italy beats energy efficiency target by 80% in 2005

Italy surpassed its target for energy efficiency in 2005 by 80% thanks to
incentives such as its "white certificates" system, the country's gas and
power regulator (AEEG) said Friday.
A total of 280,000 metric tons oil equivalent was saved in 2005, beating
the target of 156,000 mtoe. Since 2001, AEEG said, 75% of the saving has come
from the power sector and 21% from the gas sector. The saving recorded to date
( 750,000 mtoe since 2001) is equivalent to the annual domestic consumption of
a town of 380,000 population or to the annual output of a 160 MW power
station, AEEG said.
"The savings made result from more intelligent and efficient use of
resources, rather than demand reduction," said AEEG President Alessandro
Ortis. "A lot of people have obtained more using less."
The white certificates mechanism was drawn up in July 2005 and rewards
gas and power distributors that reach precise energy saving targets (155,000
toe in 2005) by carrying out specific projects at all levels of the
supply chain. Successful projects are awarded white certificates which can be
traded during specific sessions on the Italian power exchange.
