US FERC issues draft EIS endorsing two Gulf LNG projects

US Federal Energy Regulatory Commission staff Friday issued draft
environmental impact statements that found two proposed liquefied natural gas
terminals along the Gulf Coast would have "limited adverse environment
impacts," assuming proposed and recommended mitigation steps are taken.

The projects -- Chevron's 1.3 Bcf/d Bayou Casotte LNG terminal in Jackson
County, Mississippi, and Gulf LNG Energy's proposed 1.5 Bcf/d Clean Energy
Project import terminal in the Port of Pascagoula, Mississippi -- were
submitted for FERC approval last year.

In its draft EIS, FERC staff found the Bayou Casotte project and
associate pipeline would have limited environmental effects in part because
the proposed terminal would be located next to Chevron's Pascagoula refinery,
a plan that offers "numerous synergies and environmental benefits, including
use of existing services for security and safety, minimization of landowner
impacts and the use of waste heat from the refinery" to revaporize LNG.

In addition, staff said only short lengths of pipeline are required to
tie into the existing gas pipeline system and no residences are near
construction areas.

In a separate draft EIS, staff said the proposed Clean Energy terminal
would have limited environmental disadvantages because, among other things,
the proposed terminal site would make use of a location previously used for
dredged material placement, would be located on land designated for
water-dependent industrial development with access to a deep water federal
navigation channel.
