Dominion postpones installing scrubbers

Washington (Platts)--12Dec2006

Dominion is delaying installing scrubbers to reduce emissions at some of its
coal-fired power plants, opting instead to buy imported low-sulfur coal, a
company spokesman told Platts on Monday.

"We will get quicker results," Karl Neddenien, spokesman for Dominion, told
Platts. "This is just a change in our approach to achieving our goal more
quickly."

Neddenien couldn't say when a new scrubber installation schedule would be
available.

The utility announced last year that it was going to scrub 2,197 MW on its
coal-fired units between 2010 and 2015 at a cost of $500 million. The plan
called for scrubbers to be installed on units 3 and 4 at the 1,234-MW
Chesterfield plant, on units 1 through 4 at the 595-MW Chesapeake facility,
and on units 1 and 2 at the 323-MW Yorktown plant (PCT 11/23/05).

The company said that it estimated sulfur dioxide emissions would be reduced
80%, nitrogen oxide 74% and mercury 86% from 2000 levels.

"We're confident that we will achieve the same emissions goals with the
low-sulfur coal," Neddenien said.

Beginning in March 2007, Dominion plans to start purchasing low-sulfur coal
from Canada, Colombia and Southeast Asian sources, Neddenien said.
