New Kuwait cabinet says oil development is high priority

Kuwait's new emir, Sheikh Nasser Mohammed al-Sabah, told parliament
Monday that the governnment's priority would be to develop the country's oil
resources.
     "We aim to guarantee the optimum exploitation of our wealth, especially
the oil, and to use innovate methods and develop these (resources) in such a
way as to boost their contribution to the ongoing develpment projects, in
order to guarantee the future of the next generations while maintianing
environmental protection in the frame of legality and transparency," the emir
said, in a speech read on his behalf by prime minister Sheikh Sabah el-Ahmed
al-Sabah.
     The emir's speech made no specific mention of Project Kuwait, a long
delayed plan to bring in foreign oil companies to help develop its northern
fiels as part of plans to boost the OPEC producer's production capacity to
4-mil b/d by 2020.
