Denmark should promote energy efficiency: IEA chief Mandil

Denmark should promote energy efficiency, in particular in the energy
transport sector, IEA chief Claude Mandil said Monday.
"Both energy efficiency and renewables bring important benefits in
reduced emissions and enhanced energy security. However, energy efficiency
will likely be more cost effective in achieving these goals in the near and
mid-term," Mandil said. Energy efficiency schemes in the Danish energy
distribution sector were commended by Mandel but he urged Denmark to make more
effort to improve efficiency in the energy transmission sectors.
The Danish government has encouraged renewable energy production but
"while this achievement has reduced emissions, enhanced energy security and
promoted Danish industry, it has also been costly to consumers. Subsidies to
renewal energy in 2004 were equal to approximately 20% of the wholesale
electricity price in that year, or 0.2% of national GDP," Mandil said.
The IEA chief also said that large-scale offshore developments "represent
large capacity additions determined by the government rather than the market."
The tender system in Denmark supports large plants at subsidized prices and
although competitive bidding reduces costs, "Danish policy makers should take
care that such programs are consistent with the liberalized Nordic market and
the government's position to let the market pick new capacity," Mandil said.
