Qatar blames speculators for hike in oil prices

Qatari Deputy Prime Minister and Minister of Energy and Industry Abdulah al Attiyah blamed speculators for the hike in world oil prices, noting that the surge is not linked to demand and supply. In this respect, they said whenever the dollar declined, oil prices surged.
Speaking after a signing ceremony of a Memorandum of Understanding (MoU) between Qatar's water and electricity company and the Japanese Zenis Company, Attiyah said he preferred to wait before speculating on the upcoming meeting of OPEC oil ministers in Abu Dhabi in December.

The MoU is a unique agreement in the Middle East, according to which the Japanese company would prepare a feasibility study on power generation stations in Qatar.
