Recycling rates figure in to climate change bill

Recycling made its debut in a landmark climate change bill Wednesday with acceptance of an amendment offered by Sen. Tom Carper.

The amendment is part of Americaīs Climate Security Act, which the Senate Environment and Public Works Committee approved by an 11-8 vote. It will advance to the Senate floor next year.

Carperīs three-part amendment requires states to use some of their allowance of pollution credits to increase recycling rates, allows certain recycling projects to qualify as offset credits and commissions a study to specify and verify how recycling on every level can reduce emissions of greenhouse gases. Carper, D-Del., is co-chair of the Senate Recycling Caucus.

"ISRI applauds Sen. Carper for recognizing recycling as an essential activity to combat global climate change," said Robin Wiener, president of the Institute of Scrap Recycling Industries. "This amendment enhances the role recycling will play in reducing and avoiding emissions of greenhouse gases."

Carperīs amendment also received broad support from a broad coalition, including the Aluminum Association, the Glass Packaging Institute, the Paper Recycling Coalition, the Solid Waste Association of North America, the Steel Recycling Institute, the National Recycling Coalition, the American Forest and Paper Association and the National Solid Waste Management Association.
