California Governor plans bill to address flaw in solar plan

California Governor Arnold Schwarzenegger on Wednesday said he is
sponsoring legislation to fix an "unintended flaw" in the so-called Million
Solar Roofs plan, which calls for 3,000 MW of photovoltaic power systems to be
installed in California over the next decade.

     The glitch in the solar plan is related to mandatory time-of-use rates
required for solar installations that some solar advocates say are
discouraging participation in the program.  The governor said his bill will
allow the California Public Utilities Commission to temporarily change the
rate structure for PV systems installed since January 2007.

     "We applaud Governor Schwarzenegger for his rapid response to a limited
but never-the-less unwanted glitch in the Million Solar Roofs program,"
Bernadette Del Chiaro of Environment California, said in a statement. "By
convening a bi-partisan meeting of legislators and solar advocates, the
governor's office was able to reach agreement on a temporary stay to mandatory
time-of-use rates for new solar installations, a requirement that works for
most consumers in the state but not all, and that is proving to be a
disincentive for many consumers in the high-desert region in particular," said
Del Chiaro.
