Despite Uncertainty, New Power Plant Construction and Environmental Installations Move Forward

To the surprise of just about everyone in the U.S. electric utility business, in July 2008, a Federal court struck down the Clean Air Interstate Rule (CAIR), which would enact tighter restrictions on sulfur and nitrogen emissions from power plants.

Along with the implosion of capital markets, the question has been raised—Are utilities and power plant owners changing their capital investment plans for existing and new coal fired power plants?

UtiliPoint did extensive research on this issue and the summary conclusion is that utilities are by and large marching forward with their investment plans.
