The budget plans propose a reserve fund for the development of new energy sources and other programs to reduce the country's dependence on foreign oil and to stem global warming. In the Senate, a group of 15 centrist Democrats have concerns over Obama's proposals, especially over the projected deficits, higher taxes and new carbon emissions caps that could lead to higher consumer energy prices.
