| Rep. Waxman releases draft of clean energy legislation

Rep. Henry Waxman, D-Calif., chairman of the energy committee, has
released a draft version of clean energy legislation that would impose a
cap-and-trade program for greenhouse gas emissions. It would also mandate
energy conservation and green energy development.
"Our goal is to strengthen our economy by making America the world leader in
new clean energy and energy efficiency technologies," Waxman said.
The legislation has four components: a clean energy title that promotes
renewable energy and carbon capture and sequestration; an energy efficiency
title that promotes energy efficiency; a global warming title that
establishes a cap-and-trade program; and a transitioning title that protects
consumers from price spikes and promotes green jobs.
Waxman hopes to pass the measure out of committee by Memorial Day.
