House committee begins cap-and-trade, utilities debate

The House Energy and Commerce Committee begins debate today on House Resolution 2454, comprehensive energy legislation that would include a cap-and-trade program for greenhouse gas emissions and requirements for electric utilities to use renewable resources in generating power.

Committee Chairman Henry Waxman unveiled the revised legislation late May 15 after making changes in the nearly 1,000-page bill aimed at winning support from moderate Democrats who had expressed concerns about items including specific interim targets for reducing greenhouse gas emissions and the percentages of renewable energy utilities would need to provide.

Waxman wants the committee to wrap up debate and pass the bill before the end of the week. He had previously pledged to pass the bill before Memorial Day.
