Our nation’s military leaders support it and say it should be ratified now. So do a bipartisan chorus of the nation’s most respected foreign policy experts. Yet the fate of the New Strategic Arms Reduction Treaty (New START), which would reduce U.S. and Russian strategic nuclear weapons, hangs in the balance in a U.S. Senate captive to partisan politics and Cold War thinking.

Together, the United States and Russia possess 95 percent of the world's approximately 20,000 nuclear weapons. These weapons are a liability, not an asset.
