A warm feeling on solar subsidies

Solar energy advocates are trying to convince state regulators to create a state incentive program for solar thermal systems that make hot water in homes.

The request, by the New York Solar Energy Industries Association, was made as the state Public Service Commission is considering whether to expand incentives for small-scale renewable energy systems typically found at homes and businesses.

One of the biggest questions is whether the PSC will expand the incentive program for solar-electric, or photovoltaic, systems that generate electricity.

The incentives, some of the most generous in the country, are part of what's known as the Renewable Portfolio Standard that is administered by the New York State Energy Research and Development Authority. The RPS was created to promote renewable energy generation in the state.
