Record Russian exports for July weigh on European diesel market

Record Russian exports from the Baltic region are weighing on the Northwest European diesel market, trading sources said Monday.

The Russian 10 ppm export program for July hit a record level from the port of Primorsk, traders in the port said.

"We have 630,000 mt of 10 ppm diesel from Primorsk this month," one lifter of Russian barrels said.

Typically, up to 500,000 mt/month is transported from Primorsk into the European market.

NWE CIF cargo differentials have fallen $10.75/mt over the last four weeks from a June high of $23.75/mt on June 9, with traders saying oversupply was the main driver of weakening differentials, Platts data showed.

"Demand is poor and the poor economic news for Europe and the rest of the world really doesn't help," another trader said. "The contango isn't enough to cover floating storage, so for now differentials keep falling."

Separately, the Lukoil-owned port of Vysotsk close to the Russian border with Finland is expected to add further to Russian supply with another 400,000 mt of diesel expected to go to European markets.

"Russia is simply putting out more and more oil. Their refineries are back and running and domestic consumption is down over last month with less going to internal markets for the agricultural season," another trader said.
