At any time.
For any reason.
Or perhaps even for no good reason at all. All he needs to justify it
is a "potential threat to the security of the United States." Not much
of a hurdle, is it?
With this Executive Order, Obama can seize control of all
communications - television, radio, Internet, cell phone towers, phone
switches, you name it. He can seize all modes of transportation
(including your car).
And he can seize all food stores and food production
facilities - including farms. (Yes, your home
garden could be seized in theory. But really, it's small potatoes
compared to working farms, which are much bigger targets.) But according
to the language in the Order, my seed warehouse could easily be
a target. Under this Executive Order, there's nothing
stopping the feds from raiding my warehouse and taking all my seeds. And
there wouldn't be a thing I could do about it.
Meanwhile, in such a totalitarian state, do you really think you'll
have the same freedom of access to food as you used to?
Look what happened in the old Soviet Union. The government was in
charge of agriculture, which didn't give the farm workers much incentive
to keep production up. They didn't care; why should they? There was
nothing in it for them. The government was also in charge of the cargo
trains that transported foodstuffs around the country. They did a pretty
poor job of it - vegetables rotted in train cars sitting on the tracks
because coordination was so poor. Millions upon millions of innocent
citizens starved to death - all because the government thought it could
"redistribute" things more efficiently.
Do you really think that if Obama decides to take control of private
resources, he can do any better?

P.S. The
Survival Seed Bank has been constructed so that you can actually
bury it underground, where it will keep for decades. Before burying,
