NRC says Pilgrim failed to test personnel

The Nuclear Regulatory Commission is considering whether to penalize the owners of the Pilgrim Nuclear Power Station for violating federally dictated medical requirements between 2008 and 2011.

One series of infractions, discovered during a 2011 federal inspection and subsequent investigation, included the plant medical examiner failing to report an operator whose blood pressure exceeded the allowable limit, and multiple instances of reactor operators being allowed to work without taking required stamina tests.

A second set of violations was connected to nuclear plant's failure to provide federal authorities with complete and accurate medical information on its staff. In its letter to Entergy, NRC officials said applications for license renewals certified the applicants had met all medical benchmarks, when in fact they had not been administered stamina tests.

Officials at Entergy Corp. have been given until June 4 to decide among three options.

They can request a meeting to provide additional information that they believe should be considered by the Nuclear Regulatory Commission. That meeting, which would be scheduled within 30 days, would be open to the public.

Entergy officials may choose instead to provide their backup information to the NRC in writing, again within 30 days.

As a third option, Entergy could accept the violations as characterized by nuclear regulatory authorities and face enforcement action.
