A new proposal from the U.S. Environmental Protection Agency would place tighter limits on carbon dioxide emissions from new coal-fired power plants built in the United States. It also would require plants to capture and store some of the emissions. Carbon capture and storage (CCS) technologies, however, are still in the early stages of development, and few have been tested at commercial scales. Meanwhile, many planned CCS research projects have been canceled or delayed—including a major planned CCS project that Norway's government killed last week.
