A Book Review by Dick Morris of End the IRS Before It Ends Us: How to Restore a Low Tax, High Growth, Wealthy America by Grover Norquist

End the IRS Before It Ends Us is not about taxation. It is about liberty. Grover Norquist, the head of Americans for Tax Reform, show how the IRS taxes not only our incomes but our freedoms as well. He explains how a core group of leftists have taken over the agency and made it a modified Robin Hood raiding party, stealing from the rich….but giving the proceeds to make government — not the poor — richer.

The most interesting part of the book, for me, is his case against the progressively graduated income tax. Prohibited in our Constitution (it took an amendment to get it passed), our founding fathers knew that if only the rich paid taxes and everyone voted, that sooner or later taxes would stifle a free society.

Norquist backs both a Fair Tax and a Flat Tax. But in advocating a Flat Tax, he makes the point that only where the rich pay more does the tax rate rise. For example, Massachusetts, the poster state for liberalism, has a flat tax of 5.25%. Despite constant liberal attempts to raise it, the increases never pass because all would have to pay for the hike. In Illinois, as well, the rate never goes up because it applies to everyone. Overall, in the eight states where there is a flat tax, the average top rate is 4.54% while the average top rate for the graduated tax states is 7.15%.

Essentially, the tax the rich argument is how Obama ended the Reagan consensus on cutting taxes and divided America into class lines politically.

Norquist also explains how, in addition to stealing our liberty, the current tax code and the IRS is shutting down our economy as well. He makes a convincing case that the code discourages wealth creation and earning power.

His book is replete with suggestions for action, even including innovative strategies for tax avoidance on the individual level.

His section on the ObamaCare taxes is particularly scary. He follows the mandates of the ObamaCare program and show how each costs us money. He penetrates the disguises that obscure the tax provisions from view and exposes the program for what it is: A clear violation of Obama’s campaign pledge not to raise taxes on those making less than $250,000.

What makes End the IRS a particularly compelling book is its thoroughness in exploring every aspect of the system’s destructive impact on our freedoms and our economy. The first step in ending the IRS is tallying its harm. Like a marine biologist, Norquist follows the tentacles of the IRS and tracks down how its holds our economic growth back and suppresses our liberty. A great read.
